Carlton V. Smith, M.Ed., is the Owner and Chief Executive Officer of Metropolitan Circles, LLC, where he provides leadership and oversight in organizational administration, program development, financial management, human resources, community relations, and the delivery of quality behavioral health and rehabilitation services. Mr. Smith has been an integral part of Metropolitan Circles since 1999, initially serving as Co-Owner before transitioning into his role as Chief Executive Officer.

With decades of experience in education, human services, and organizational leadership, Mr. Smith previously served for 20 years as a Special Education Teacher with the Caddo Parish School Board and has held leadership positions with community-based organizations serving children and families. He earned a Master of Education in Administration and Supervision from Louisiana State University Shreveport and a Bachelor of Science in Business Administration with an emphasis in Marketing from Louisiana Tech University. He also served in the United States Army Reserve as an Administrative Specialist E4. Mr. Smith remains committed to strengthening communities through effective leadership, quality services, and programs that support the well-being of individuals and families.
